For the next 2 years it's the same as now. After that, probably not on the Mavs at least.
Every year you are in luxury you get penalized more the following year under the new system. Say the Mavs are $16mil over the cap right now so they pay $16mil in luxury (dollar for dollar), in 2013 if they were still $16m over cap they'd have to pay $38.5million in luxury, and in 2014 it would be over $50million.
Dallas doesn't have the built in income from their market and TV deals like the Lakers and Knicks do. I'd bet even LA and NY try to stay near the cap with the new rules though.
Dallas is going to have a lot of money coming off the books next year. Their main goal should be resigning Chandler, then using the amnesty on Matrix or Haywood in 2012 when Kidd/Terry are off the books and try to get DWilliams and shift Dirk to Robin.
That tax gets funneled to the smaller markets? So teams won't be able to farm players as easily then?
i disagree about there needing to be a hard cap for competition's sake. as long as you can't outright sign a player to a max deal when you're over the cap (or trade for one without balancing) then it's not like a team can just sign 5 superstars. teams are still limited in terms of the talent they can acquire.
btw, i really like the new luxury as the penalty for going too high is pretty costly. i'm rather sure the lakers will definitely stay out of the luxury tax (this past year jerry buss was adamant on trying to stay under). as for the rest, hard to say but i'm guessing they'll definitely be affected by the steeper costs.
