Nah, he had his super cena moments, like when he delivered an AA to Edge and Big Show at the same time and would actually eat the clean pin/submit more than once a year. Not counting the groin kick/accolade combo when he passed out the first time against Rusev, I think the last time Cena tapped out was to Kurt Angle.

The original show plans had Roman Reigns winning, which is still in long-term plans, but they want to first build Reigns up better as a babyface before doing so. Reigns gets booed at tapings, so WWE would like to get fans behind him by having corporate figures screw Reigns over and keep him from winning the title, which would mirror what WWE did with Daniel Bryan a few years ago.

They seem to not understand that the DBryan thing worked because Vince was actually against him winning and the fanfavorite kept getting screwed by writers. You can't manufacture sympathy like that for Reigns -_-
