Justine Damond – the name she used professionally – was in her pajamas speaking with a police officer who was in the driver’s seat of a police vehicle that responded to her call when the officer in the passenger side allegedly “pulled his gun and shot Damond through the driver’s side door,” The Minneapolis Star Tribune is reporting through three sources. The officers’ body cameras were not turned on.

Due to $$$$$$$$$$$$$$$$$$$$$$$$$$$$$ for storage, most departments cameras are only switched on for certain types of calls (i.e. Domestics) and not until contact is about to be made. If the cops were in there car the cameras probably weren't on. Any medical call or pess call won't have them on either.

In this case they didn't need to have their body cams when they answered the call, but they were required to after the shooting took place. Neither of the officers turned on their cams, nor did they have the squad camera on so there is no audio. All of the vehicle's lights were off and weren't turned on after the incident happened. BCA is saying that Noor was startled by a noise close to the car and that the victim came near the driver's side window. The officers performed medical attention after the shooting. The victim had her cell phone with her at the time. The second officer has been named as Matthew Harrity. Harrity has been interviewed by the BCA while Noor has declined.
