Him and Jessie will probably get powers in the main timeline anyway from what happened to them last season while Barry was trying to get his power back.

IMDB has him listed for 69 eps even though he wasn't in the last 2 so I think it's safe to say he will stick around.

I know the CW has budget issues but...

They're literally just reusing the Trajectory costume from last season for Jesse Quick but just adding on a Flash logo. Come on now
