Professor over on MMCafe just released this post about one of Japan's more known KOF players. He skipped EVO this year because of a VA opportunity that went south.

The top KOF13 Terry player in Japan has become the biggest news in the anime scene this week. Hell, he even became headline on Kotaku.

Mitsuhiro Yukichi (you can see him play against Tokido here and here) works his dayjob as a professional voice actor. In fact, he became a voice actor because of his dream to one day do a character in KOF-- talk about being a hardcore fan. He's already in his 30's but so far he hasn't had his big break yet, living off on minor roles.

And as everyone knows, small-time voice actors are treated like crap.

In Yukichi's case, he was humiliated in front of everyone on broadcast with a candid camera and the harassment continued as a part of his job (not like he can quit) until at least recently when the news got out. The details of what happened to him can be read in the URLs below. It was pretty depressing to see him being toyed by a voice actoress who kept jolting up the voltage on a massage gizmo strapped on his body while he was trying to make a presentation in one of his publicity jobs. The reaction of the public has been ugly after they've learnt about the whole incident, and the anime's radio show was forced to cancel just today.

It does, I've seen the game block some crossups for me before. Doesn't really happen that often though, the window for it to trigger is pretty small.

Daigo, Kazunoko, Fuudo and Bon-chan advance to finals round.
Haitani, Sako, Mochi, Uryo, Momochi and Kyabetsu advance to 2nd ranking round. Top 2 will advance to finals round.
Mago and Eita get dropped.

Anyways, I'm pretty sure SLab's laser isn't a blockstring, so it has some awesome mixup potential, and then the smoke it creates clouds your actions.

From what most has said, it's from AE, not 2012, and it's NOT a modded PC version. A lot of the stuff seems character specific (That weird ass cross up heel is only shown on Chun Li for ex), and people are having a hard time recreating it.
