FFXI's Odin didnt have 8 legs either. Just sayin.
Not gunna go so far as to suggest they just got a pre-made horse rig and went with it (thinking it real hard though), but they probably flat out didn't bother with more than 4 legs because it would have taken more effort to rig and animate it well.

Sleipnir never had 8 legs in FF, just saying. He usually has either 6 or 4 legs.
Wow, he really did only have 4 way back in his first appearance in FF3.
Well, extra legs are a bitch to animate. Bugs and crabs in FFXI only ever had four.
Funny thing about that, in the cases of arthropods they could default to ball & joint without having to worry about the musculature of a vertebrate. It's just more pieces to move, but less skin movement and texture adjustments.
They didn't have a problem with the legs on mites.
I'd say it's just a design choice, I wouldn't look at it being decided because of technical issues.
