    Didn't see it mentioned before, but that also implies spells will not have recast times and only be "resource limited" by your MP pool.

    Makes me wonder what they intend to do with Burst, since it's the only 15-minute ability that's a spell instead of a normal ability.

    Implies to me that spells will just be limited by mp and 3s gcd, but since its not specified it would be a safe assumption that they will keep recast timers as well.
