Host it online by server, AH would probably do it for you and there is a guy who posts here and such that did it already for XI.
Although, it's a pretty big fucking failure and doesn't bode well for the game if 2.0 requires this.

If 2.0 had world chat I would be easier; not sure how they get all the world chat in xi but I assume it's the same way, from people running it. I'm almost to the point of shutting down my site because of funding so I'll see what happens; might have to host it on github or something with just basics and no forum ^^. Again; I'll see whats happening though
Right now it shows server name and who said what; if someone is running it. 2 people are running it now 24 7... thats it. Which is funny because you can talk with your game; from the site >.> I figured it would be a great hit.
To be fair, largely the game is seen as a flop, and during this transitional phase I doubt many are looking for useful applications, as they expect them to be useless after ARR. (Or at least this is how I am, currently.) It's been rough for development all around. Be it for square, or for the people developing applications/websites around the game.
I'm hoping for everyone's sake 2.0 is a hit. My advice would be to save as many resources as possible until then, after which, take your talents and run with them.
edit:
As for that, I believe so, yes. There is a GW client (or now a windower plugin, it's been changed) that requires someone to be in that zone, which feeds the shouts to the websites. However, he has a boatload of users that makes for a nice chain. It's why you tend to see shouts from completely random zones, despite most using it for shouts in Jeuno.
Fair enough, though the OP probably should rather asked if we're interested in whatever business model he had in mind. Still, a statement like your "I voted no, I don't think something like that should be charged for." implies that you have some kind of authority on the matter or that you find it morally questionable for a creator to charge for his work.
cisnormative authority
You don't get to pull the ad hominem card when your argument was already soundly dismissed at face value and now we just want you to fuck off because you're clearly a moron.
The only thing Ksandra is e-thuggin' is a box of donuts.
Fuck. That.
