First part will take place not to much later after Peace Walker, which is why Chico is still so young. Then apparently shit gets real and Snake gets fucked up. 9 years later and Phantom Pain will be the main game it seems. Which would be in the early 80s. Which would also make Snake and Liquid near 10 years old. We know Liquid met Big Boss when he was younger but not sure at what age. Doubt they will show a young Liquid although we do see the Union Flag flag in the background of the hospital room.

Kojima seemed pretty set in the fact that MGS 4 was the end of Solid Snake's story.

I'd almost guess that the no David Hayter thing is just to cover up the potential involvement of Solid Snake in the game somehow. Makes no sense to get a new voice actor other than to differentiate between Big Boss and Solid Snake, unless Hayter did something to piss them off or asked for way too much money.
