The studio is in early talks with Jordan Vogt-Roberts to come aboard and direct the film. Vogt-Roberts helmed The Kings Of Summer. The project is produced by Avi Arad, and it’s being steered by production president Michael De Luca. This is a long-gestating project because it just took so long for the game creators and the studio to find themselves on the same page in how to tell the story of protagonist Solid Snake. Created by Hideo Kojima, the game has been around on PlayStation since 1998. Snake is a soldier who infiltrates a nuclear weapons facility to neutralize the terrorist threat from Foxhound, a renegade special forces unit. Snake must liberate two hostages — one the president of a major arms manufacturer — confront the terrorists, and stop them from launching a nuclear strike.
If this ever happens, my expectations would be through a couple of roofs. Not sure about this.
I've always thought Hugh Jackman would be perfect for this.
Snake will surely lose this battle since he can't switch controller ports to beat Mantis.

As a video game movie they probably sold the rights entirely, or at least the managing of it. I'd imagine whoever is footing the bill for this has the final say on who can or can not work on this project.

He went on to say that they have not based the movie on any one specific game in the Metal Gear series stating, “We’re not exactly adapting something verbatim as ‘this game,’ but we’re also not just going to throw it out in a crazy Dark Tower way that it completely disregards why fans love the thing.”
Speaking about Kojima’s role in the project, Vogt-Roberts said that the famed game director has encouraged him to branch out and literally told him, “Do what I would do, betray your audience.” As far as his own plans for this adaption, Vogt-Roberts went on to say, “My goal really is to try and translate what the fans want and expect, and to really take the unwieldy, amazing, decades-spanning timeline and have a way to make part of that make sense as a film.” To potentially accomplish this task, Vogt-Roberts also said that they have abandoned the typical three-act structure mainly because he thinks people are bored with it.
