I'm guessing the timing is more random and the announcement is done in a more wider fashion (ala System Message for an entire area?).

No special Crafter/Gatherer only content as crafting/gathering is in-essence content in itself. Housing and Free-Company crafting will be things Crafters/Gatherers can do.

Well, I suppose with the change to making materia and overall stat boosts less effective (they did say that at one point, didn't they?) I think this is a pretty fair change.
