I read your story, and the only basis for what was in the treaty was this, "the treaty requires no changes in U.S. law, that a committee created by the treaty to make recommendations has no power to change laws and that the treaty cannot serve as a basis for a lawsuit in U.S. courts." If that's true, why does it matter that we didn't ratify it? So American's abroad can allegedly have better conditions? I'll bet there's more to it than that.

Did you just imply that you missed the point? This treaty does nothing for Americans at home, according to John Kerry. At best, it encourages other countries to pass an ADA type law, to help Americans abroad. We don't need a treaty to encourage that.
