They must be working night and day if they're almost done with the game, yet have to include all of those feedback decisions into beta.
I don't envy those guys right now. Its going to be crunch time from now until launch.

Yeah, I'm really interested in what they mean by "characters created during phase 4 will carry over to retail".
They might just mean that the actual character name/design will carry over, but not progress.
That's pretty much what they're doing by letting you keep 1.0 characters anyway
I'm sure as phase 4 approaches they will clarify what they mean, perhaps they left it obscure so they could choose to go either way. I would think they would still want Legacy status holders to apply for beta -- that way they can track more effectively how many accounts will be in use to let the non-status people in.
The wording is probably purposefully vague. Can only wait until detailed letters/updates come out for each phase.
Most likely the open beta won't contain all the content, especially the Bahamut and crystal tower dungeons. The main advantages will be for levelling and perhaps getting some of the crapper quests out the way so that you can focus on the good stuff when retail is out.
Yes it was like Lv 30 cap or something, for last week or so of beta, and like Sephiroth mentions also, tera did not include all content, you could not just wonder the world, you had to actually get the game to see anything else. I'm sure FFXIV won't be 20gb+ of the entire world given to you for a beta , probably be like 1/4th or less of the world, just enough for you to experience a bit of the game.
I'm curious- How many MMOs allowed beta character data to carry over into release? Anyone have an idea? My understanding was that it was quite rare as most betas were fixing broken shit up until release. I get that level caps and content restriction is a way to make sure no one is getting too far ahead or burning themselves out on the game before it's even launched, but from just a quick look at the XIV beta schedule, they are implementing quite a lot of content systems to be experienced into the last phase:
Level cap of 35 or higher (TBD), all races/genders/customization, some main quest line, class quest lines, multiple FATEs, Behest, multiple dungeon instances (up to level cap), side quests (with cutscenes), player search, market system, Grand Companies (with items), Ul'dah/Limsa Lominsa/Gridania areas, Free Companies (and points system), Linkshells, Limit Breaks, Materia, Chocobos, Duty Finder, Level Sync, PvP Coliseum, Crafting, Gathering, Housing, etc.
Lineage II and Tera did I think? I know it's becoming a trend if it hasn't already. Pathfinder and Wizardry are allowing it afaik.

All I can say is that the majority of this game better be able to be mostly soloable.
Aside from instances/dungeons/raids and probably group content like FATE, it should be. They'll probably have group quests and the like, but MMOs are just flat-out getting away from "group for everything". I can't think of the last time a new MMO launched with that philosophy.
