Well, this explains what I was doing wrong with the PokeRadar. But my Road Trip Shiny Hunt was entirely using Sweet Scent and fighting hordes in hopes of encountering a Shiny.

The 2 Shiny pokemon I have so far have both been encountered in Horde battles.

Ok I apparently suck at PokeRadar too. Best I can do is Chain 5 before I break it with some random bullshit pokemon despite the fact the grass shakes the same. URGH!!!!

How should I go about getting a Wobbuffet with Encore?

The issue is Wobbuffet can't relearn encore - you can only get it with Wynaut, and you can only get Wynaut by breeding a Wobbuffet with Lax Incense.

I'm trying to figure out the best way to breed a Wynaut/Wobbuffet with encore, calm nature, and HP/DEF/SpD IVs and it's making my head hurt.

Hmm, just looking at it, I'd say go to the move deleter, remove all of its moves, and then breed them. According to bulbapedia, it starts with three moves (Splash, Charm, and Encore), so if you've deleted all the moves from the parent Wobbuffet (well, all but one), it can at most pass down that one move, so it should have the other three. That said, since Wynaut can't breed (I'm assuming..), it's going to take a lot longer since you can't just hatch them, you'll need to raise ones with good IVs to 15 -- or have someone with them in their friend safari. I would say use the destiny knot, since passing IVs is a bigger hassle than getting natures, and just breed a bunch. It's going to take a long time though since you won't have any control over natures..

This is basically what I ended up doing. Fortunately I had a lot of Ralts with different IVs between so I bred those until I had a male with 31 HP/DEF/SpD (the only ones necessary for Wobb thank god). Then I bred that with my female Wobb with zero perfect IVs and upgraded the parent as I went.

Eventually gave destiny knot to Ralts and lax incense to Wobb and just hoped for the best - took only 10-15 eggs but it's female so it has that damned lipstick.

Yeah that doesn't concern me unless I can't use it in online ranked battles. From what I've been reading, I think Wobb was just banned last gen. He's listed on smogon as "Borderline" now, between OU and Ubers.

Hooollyyyy shiiiit thank god I'm finally done breeding fucking Eevees. No shiny unfortunately, but WTing one of the extras got me a JP ditto with pokerus so that's a pretty good bonus!
