I think you have this backwards. Fixed! Given the current progression, it's unclear how long it would take for the staff to start beating the affinity staves. The long-term answer is probably "yes" though.

Tested Last Resort as 49DRK with cocoon. Recast remained 60s with and without LR up. 99Whm/drk recast on reraise was 60s with and without LR.
