    Assuming Monarch was able to arch him he must have been about a 6 but obviously got an upgrade to 10 after taking over the business.

    Billy was a level 1 based on his nemesis and um...fight.

    For the guild, they seem to take into account your assets/equipment/subordinates/etc, so Rusty would probably be pretty high, if only because of Brock and all the shit he inherited from his father (and now brother).

    Monarch didn't seem like a level 5-6 or whatever they called him in season 5 at all, but then I don't really see a huge difference between level 6 and most level 10s (apart from Red Death, who's awesome).

    I can sort of see Monarch around that level. He has kidnapped the Ventures, shown he can kill, and Gary is actually competent at combat now

    There is also a theory going around that Bobbi St. Simone actually raised a real Hank and Dean and Rusty cloned them out of guilt so he could "raise" them.
