so bush was right...
There was another part I didn't quote, the military has their own set of definitions as well.
From Cornell Law, here's the statute he's being charged with, 18 U.S.C. s 2332a(a):

Any idea when the definition of WMDs became that in particular?

And if you're wondering why I'm mentioning that here, it's because they're based in Boston.
Until April 27th, they're donating 100% of the profits from sales in their store to The One Fund. So, if you like simplistic, nerdy synthpop, you can buy some from them. Alternatively, you can donate to the fund directly. Here's their release about it (which contains links):

Neat.
Ok to discuss motive now? The details that are coming out are starting to paint the picture.
http://www.washingtonpost.com/nation...4b4_story.htmlBOSTON — The two brothers suspected of bombing the Boston Marathon appear to have been motivated by a radical brand of Islam but do not seem connected to any Muslim terrorist groups, U.S. officials said Monday after interrogating and charging Dzhokhar Tsarnaev with crimes that could bring the death penalty.
And from 60 Minutes segment last night. 5:50-7:36
and:
Tamerlan Tsarnaev, 26, disrupted a service with an outburst during a sermon at the Islamic Society of Boston in January, raising concerns among the congregationThe Russian government was so concerned that Tamerlan Tsarnaev harbored extremist Islamist beliefs that they asked the Federal Bureau of Investigation to question him in 2011. The Russian request advised U.S. authorities that he “was a follower of radical Islam” and had “changed drastically since 2010 as he prepared” for a trip to Russia, raising fears he planned “to join unspecified underground groups,” the FBI said on its website.http://www.bloomberg.com/news/2013-0...-of-probe.htmlHis older brother, a legal permanent U.S. resident, had an application for U.S. citizenship placed on hold after the FBI had questioned him. He had been arrested in 2009 on an assault and battery charge and wasn’t convicted, according to Stephanie Guyotte, a spokeswoman for the Middlesex County, Massachusetts, district attorney.
The older Tsarnaev was a legal resident of the U.S. when he traveled to Russia in January 2012. During the six-month trip to Russia’s predominantly Muslim North Caucasus region, he became more deeply involved in Islam, said his aunt, Patimat Suleimanova, 62, in interviews with reporters in Makhachkala, Dagestan.
The impression i'm getting is that the older brother's life was getting shitty so he started wrapping himself around religion ever so tightly until his outbursts also became religious.
I think it's funny that the government under Obama has a totally different definition of a WMD than the government under Bush. And not different in the way you'd think it'd be....
I did a bit more looking into it and it seems that was the definition under Bush... senior, that is. Section 2332 was added in 1990.

Love that comment:
"Wow… you were that close to a WMD that went off and you came out unharmed?"
So unless my cardinal direction sense is off, based on that link, the cops shot through that guy's chair. One of the pictures showing the cops 75-80 yards away says it's looking out the west-facing window. The picture with the chair says the roommate found a bullet hole in the west-facing wall. The brothers were therefore on the south side of the house.
Literal definition is "large numbers of humans and/or cause great damage to..." ...which something that ends up shredding dozens of people at once qualifies under.
A dose of chemical weaponry that didn't so much as smudge a window qualifies as WMD, long as it leaves plenty of bodies.
