Contrary to what you may have seen on south park, theres really no prevalent accent like that.

Actually, as a Canadian, I disagree. Canadians do say out, about, stout, etc with a bit of a Canadian twist. It's not as bad as the a-boot that South Park does, but it's definitely there. When Americans say a word like Sound and About, the "ou" sound is the exact same, formed with the same jaw, lip and tongue movements. When Canadians say Sound and About, they say Sound like an American would, but About, the "ou" is said with a more closed jaw and rounded lips. As opposed to the open jaw and more oval shape of the lips of Sound.

Essentially, on the ou vowel sound in words for Canadians, if it is followed by a voiced consonant, D, G, B, etc, then it's slower and more properly pronounced to the Standard American way of speaking. And on words where the ou vowel sound is followed by an unvoiced consonant, T, K, P, etc, then it's much quicker, the mouth is more closed, and it produces that stereotypical Canadian pronunciation!

This is what a buttload of money on Tuition, 2 years at a world renowned acting conservatory and multiple classes on speech and IPA teach you

And it's not the only thing Canadians do. Pronouncing For as Fer, Our as Are, etc, etc, depending on what part of the country and what regionalisms you have.
