Did you miss the part where Yoshida said that he's designing the game around low-latency actions?
Just to be clear, the game really plays nothing like 1.0. This is why many 1.0ers are a bit upset.
Well, I've yet to see latency come into play in the beta, and I think all those servers up until now have been in Japan. Granted, it's all low-level content, but that's half of the point of the content finder; to find people just so you can run a dungeon to level up.
The point remains that the game is being designed around low-latency. Why bother investing the money in a new DC if you're going to let people have cross-region parties? You get all the expense of a new DC while keeping all the bad publicity from the loudmouthed complainers.
Question: I played up to about R50 on a couple of DoL and a R50 Monk way back when on Selbina servers before the 'change' -
Will characters such as mine be able to transfer data to the new realms or are people such as myself locked out?
3 50's doesn't really mean a lot though, so look forward to making a new character on a new server and enjoy the NEW game with some new friends.

2 DoL at 50 is a lot imo by 1.0 standards.
I agree, more than 1 DoL at 50 is significant.
Can't throw a penny down the street in Uldah without hitting five Paragon Crowns, though.
DoL was so fast to level by 1.23 with the crazy leve bonuses.
If I were considering starting fresh or continuing my 1.0 character, I would base it more on which exclusive items I had that will be unobtainable ever again. Things like the goobbue mount, some seasonal event items, white ravens, dalamud horn. I'm a collector, I wouldn't like to lose any of these items. The levels you can always get again no problem, those items you can never get again.
But maybe that's just me, but that's my advice if you're considering starting over.

Unless things have changed since P2, you can pick up your exp on whatever class you can flag the quest with.
Class quests must be turned in while you're on that specific class.
All-classes quests can be picked up and turned in on any class (including DoH/DoL).
Quests that have a level requirement force you to be on a class of that level or higher in order to turn it in.
That last point will probably be the only thing preventing people from going crazy with it.
I'm really torn about the quest xp. Sure I'ma run the shit out of the quests on Arcanist. But my gathering/crafting, I'm not sure... Wouldn't want to not have that series of quests for when new classes get added. Until they address that early game XP from quests (1-15) I won't see myself doing the quest lines in the other 2 city states for XP/Completion.
Man, the amount of Arcanists queued up looking for dungeon parties is going to be ridiculous on Legacy servers...
