Why would there even be a need for that system if each item has stat caps? That kinda' manages itself and allows people to completely waste their Tier-IV for STR+1 on whatever they want if they really felt like it.
T4 Materia says ilvl 70.
Soooo, if T4 materia is iLvl70... does that mean you can only get it from destroying iLvl70 gear?

Alright, so back to my first question then.
Can you get T4 materia from anything less than iLvl70+ gear? Because as mioko has pointed out, that's fucking expensive. As a person on a legacy server, I can't tell if someone out there is generating T4 materia to sell, or if it's all coming from cracked.
That would be because the things you're killing are way too low level. Go kill some level 20 mobs with ilvl 50 gear and your spiritbond won't go up. Kill some level 40 mobs and it will go up. Kill some level 50 mobs and it will go up faster.Why it doesn't gain SB is as much of a mystery as why all other gear that can't be converted does gain SB.
It's how spiritbond <> crafting recipes work anyway.
Took me about 200k in materials/gear to make one T4 craftsmanship materia. They're just supposed to be rare like that. /shrug

You definitely don't get Spiritbond on ilvl70 U/U items.
My ilvl60 shit from AK is all 100% but all my Darklight/Primal weapons aren't. Ifrit weapons (ilvl60) gain spiritbond normally.

You can get tier IV from ilvl55 crafted.
