The reality is, much like COVID, Trump dismantled systems in place that may have helped with the response, but Texas bears the brunt of blame for not appropriately managing disaster anticipation properly. As stated before and from people on the ground the systems did do stuff as intended, but the homer effect took root and people were like "lol this ship can't sink".
You fix that, maybe not as much of a disaster. Even then, maybe not a good idea to draw down government agencies whose jobs are to coordinate relief and response.
I do enjoy people blaming Trump, then Republicans get all huffy puffy about it, like how could you politize this tragedy, then Trump blames Biden.

Yeah, turns out the people of Kerr County received funds to address know flooding issues but didn't accept the funds firstly because it came from Obama. Then, the second time they did accept the funding from Biden, but spent of other things instead of the suggested fixes for flooding safety.
The transcripts and videos of them refusing the money, because the democrats are evil, are something else.
