This sounds like some idiot was using teamviewer to work remotely from home. Probably had his home pc compromised and therefore, work pc was compromised. But given the fact the hackers knew how to access and change water levels, something I would suspect would not be a simple point and click icon, I’d be a bit concerned that it may have been more targeted.
