Bolster Indi-Slow (Idris, 837 skill) changed Dread Spikes recast to 4:11. So, 39.4% slow. Poison becomes 120hp/tic.
Regarding MDB down. As far as I can tell, it's not capped at -50MDB in terms of debuff, but just that the target's MDB can only be reduced to 50MDB from the default 100.

I went as GEO/WHM with 10 JP in MAB and 10MAB in gear. So, my MAB was 120 to cancel out the MDB of 120. I gave myself excessive INT of 238 to cap the base damage against them.
V for dINT over 100 for Water I is 165.
Water I on Eo'ghrah - 144 Damage
165 * (120/120) * 0.875 = 144.375 -> 144
Water I w/ Idris Geo-Malaise - 227 damage
165 * (120/(120 - 44)) * 0.875 -> 260 * 0.875 = 227.5 -> 227
Water I w/ Blaze of Glory, Idris Geo-Malaise - 320 damage
165 * (120/(120 - 66)) * 0.875 -> 366 * 0.875 = 320.25 -> 320
Water I w/ Bolster, Idris Geo-Malaise - 346 damage
If capped: 165 * (120/50) * 0.875 -> 396 * 0.875 = 346.5 -> 346
If not capped: 165 * (120/(120 - 88)) * 0.875 -> 618 * 0.875 = 540.75 -> 540
So, it's possible to get the full benefits of boosted Geo-Malaise provided the target has innate MDB. It's just that MDB can not be reduced to below 50.
