With 2+ seasons of Agents of Shield showing people who and what Inhumans are, they'd need to do something to separate the movie from preconceived notions of what it'd be about. I dunno if their original plan was to focus on Blackbolt and the royal family or not, but just rebranding the movie to be titled "Blackbolt" would work to separate it for the masses. Introduce him in some other movie with a relevant reason and you've got the makings of a hype train, similar to how Black Panther worked in Civil War. Having another TV show about Inhumans would be silly.

ABC plans to then premiere the weekly series in fall, with additional exclusive content that can only be seen on the network.
They can make do with Stargate's level of cost production. Which was $1.4-$1.7 mil per episode at the time, and if they pursue same level of stage design and effects, it could work fairly easy. Add some CGI as backdrop and you have pretty decent rendition of Attilan. It's more about keeping the story compelling enough to have people return every week.
I'm not familiar enough with the Inhumans stories other than what I've read back in the day in FF books, but I hope they do more with it than Game of Thrones in-court family fight for power between Blackbolt and Maximus with an added mix of human prejudice towards their race. Cause that shit could get boring, really fast.

She was also Zatanna on Smallville. They're doing a pretty good job with this cast so far I think.
