There are, at this point, multiple versions of most every Final Fantasy.
For FF1, there is the original NES version, the PS1 version, the GBA version, and the PSP version.
NONE of these versions are officially available for PC, you would need to use a NES, GBA, PS1, or PSP emulator. The closest is one on Windows phones that is based on the PSP version, but it's still for phones, not desktop.
Now, Final Fantasy 3 through 14, with the exception of 12, are available on Steam. Maybe not the best version, some people aren't fond of the mobile phone ports, or the not so great implementation of features in 7 or 8, but they're available.
With a PC version of 12 not announced, but essentially inevitable at this point, that just means FF1 and 2 are needed for the whole main series to be available on PC.
And no, you cannot access Steam on the PSP. The PSP is not PC hardware. It would do fuckall.
Maybe, you could access the Steam website with the PSP web browser, if steam has a version of it's site that's loadable by an old and un-updated fork of a web browser, but that's it. Not the Steam program, just the website.
How you jumped from "the PSP version of FF1 and 2 being brought to Steam" to "Steam network integration with PSP" is a path I don't think anyone will ever be able to comprehend.

Well, excuse the fuck out of me. I've never fucking owned a PSP before, never bothered. And the way you phrased it. Considering I know NOTHING ABOUT PSP, sounded like you guys were asking for a Steam version of FF1 and FF2 so you could play it on your PSP. Chill the fuck out....

Seriously though, as much as I would love a TWEWY sequel (and believe me, I absolutely do!) I'd rather they focus on some of the major shit like getting KH3 and the FFVII remake done first.
I don't think much staff from SE proper is working on VII, probably just a lead or two part time collaborating. The bulk is being done by cyberconnect2 or whatever that Naruto studio is called.

I would love to replay FFVII on my phone. although after trying the steam version and having issues right off the bat getting it to recognize any input, I'm leery...
The fact this is in the description page on Google's Play store is quite an indicator of how much they don't give a fuck
