No, it doesn't literally say that. The 11 is referring to the month of November, not 11 max.

Friend just hit 1100 NM and got 9/9 so that one is confirmed

Ya 5-8 on those vorseals is probably enough even for solo purposes. Fuck going that far even with the campaign.
