No, it's a series of quests that takes probably 30min at worst

They stopped doing that after the first year round of events when they were offering 1.0 stuff and now all previous stuff is cash shop only. I think this past summers event was the only exception, but that's because they did not make the gear dyable and everything that is converted to the cash shop is dyable

There's no FATE, the furnishings are bought from an NPC; mount,minion, and witch set are quest rewards.

I don't know if there's any rhyme or reason. You can't dye the 4 (Maybe just 3? I don't remember exactly) old pumpkin hats, can you? Those are in the cash shop.

Pretty sure the New Year Kabutos are undyable and cash shoppable now too
