Odd considering the previous iteration of IL-4 was considered unconstitutional since that version watered down the Latino populations into the other three predominantly Black districts. That monstrosity of a district is the result of lawsuits that got Latino federal representation for the Chicago area.

Idk about other states, but in soflo this is perhaps too common a tactic to get people to slow down. Far too many empty police cars littered around town, even in parking lots sometimes.
