A little late to the discussion, but:

It'll be really easy to push people toward automated vehicles. Just increase fines for traffic violations to obscene amounts (like thousands), and make enforcement extremely strict. The only drivers left on the road will be machines, or the people who already drive like machines, which is good enough for me. That covers the deterrent, then the incentive to switch to automated will be the virtual elimination of car insurance.

Yeah that's not true at all. Cigarette taxes are directly and clearly attributed to reductions in smoking.

Of course it reduces it. It doesn't eliminate it, though. The point of Sylv's idea was to (essentially) eliminate manual driving.

Higher gas prices have also led to people driving less, by a lot. If you up the taxes to artificially raise gas prices, you'd see people driving less. Taxation very clearly and demonstrably reduces consumption of what is taxed. It won't ELIMINATE its use, but it will very definitely reduce its consumption.

That's kind of an irrelevant point when the purpose is to incentivize switching to automated driving systems.

Smoking is kind of odd as a lot of the long term smokers still do in similar amounts they always have. However it has had a drastic change in the number of new smokers resulting in an overall decline in consumption. Also to note as with all revenue streams the government starts relying on it and as the number of people contributing into it declines so does the revenue and you often see them doing things like raising it again and again. Of note California just increased it by $2 per pack.

You think quotas are maybe maybe not a thing now for cops you can bet they will definitely be a thing when you start making the per violation worth so much and people stop driving. And of course there will be much crying over the loss of revenue.
