I would think Japan catches more shit because of blatant jailbait manga. I remember reading where it was proposed to be outlawed, or at least kept out of public sight, and it was met with a lot of resistance lol.
They banned real stuff a few years ago. Which is part of why they were getting so much shit cause I believe if the sex was legal filming it was as well or something. Which makes sense in the confines of your own country less so when it easily goes out to other countries and ends being a mess.
As far as manga goes that was basically the UN going hey gaiz we don't care who you actually diddle over there but you better ban drawings that we subjectively think look too young for our sense of decency. And a lot of Japanese people were like dude fictional characters don't have an age...and for that matter manga/anime styles make them look younger to begin with. I'm sure someone can explain the process more concisely, but the infographic was probably made to emphasize the level of access Google has compared to other businesses, not a lesson in how the intertubes work.
