Either works, but make sure you put the FFXI folder into the same folder that your FFXI is located in your steam folder or wherever its at.

(It will ask to merge/overwrite. if it does not, you didnt do it right)

extract to a folder. copy and paste into SE folder.

make sure u copy from the inner "FINAL FANTASY XI" folder, cos it'll likely unzip into a 2nd folder of the same name

It is the modified maps/icons I would assume
