Could take awhile though. The recent re-releases of VII and VIII both benefited from having prior versions available on PC, which cut out alot of work and made it simply a matter of getting everything to work in the new version.

To be fair though, the mod scene for FFIX actually picked up fairly nicely recently, so depending on how dramatically different the PC version is, it could actually happen sooner than later.

I don't remember even knowing who he was when he showed up.
I also remember thinking it was a female during the cutscene when he showed up on my first time playing the game.

They do, he's called Mystery Man before (go to 51minutes)

Yeah, all villains and important people get mentioned in some fashion before their appearance aside Necron. There may be some "vague" hints about him but he literally just shows up to throw Grand Cross at you which I think was Square's excuse to reintroduce that skill.

I think Garnet mentioned him as a strange man roaming around the castle to Cid during the first Lindblum visit.

Various outlets(including famtisu) are saying the game is complete, we'll probably see a release in early February on iOS/Android and a follow up release on steam a few weeks later. Mobile market for Japan is a lot stronger than PC market which is why every glimps we've seen is from the mobile port and not from the PC.
