Vegetable Vegetable Evolution (Tenshodo error)

I'm on Vegetable Vegetable Evolution Adoulin quest and I tried to click the ??? in Yorcia Weald but Midras says "If you knew someone at the Tenshodo, you might be able to help... but you don't, do you? So get back to Adoulin and leave me at my work." I don't know how to fix this at all. It keeps saying the same thing. I used a Tenshodo Invite to get a membership card, entered Neptune's Spire, talked to all the NPCs, and still nothing. However, I got the card after I did the CS in Yorcia so maybe that's it? It's not checking that I have the card maybe? I'm tempted to write a bug report on FFXI forums but not sure.

That's at the beginning. I already accepted the quest yes...

I still have this problem. The wonderful moderators at official forums moved my report to "Not a Bug Report" for some reason and I cannot do anything about it. I have max Tenshodo fame with Tenshodo Member's Card KI and still cannot progress through the quest. I want my Midras's Helm +1 for my mule come on

there are alot of prequesits on this questline you might be missing one the wiki hasnt listed

I solved it with the help of someone on FFXIAH and updated bg-wiki with the requirement of Magicite Rank 4 mission to be completed. Thread can be locked now.
