Maintaining 58.8 FPS in crowded areas? 18+

Just curious if anyone is able to maintain 58.8 fps with 18+ characters on the screen.

If I stand in place with a lot of PCs on the screen I can watch my fps drop from 58.8 to 40-50 and then pop back up to 58.8 every now and then.

Anyone else experience this or have any suggestions for how to maintain 58.8 fps?

    windows 7 ultimate 64bit
    i5 4670k
    16gb ram
    ssd

The game goes beyond 30 FPS? I thought it couldn't go above 30.

There is a plugin to break the frame rate cap of 30 and sets it to 60.

Inside the Windower repository? It's a standard addon, anybody can download it from the Windower menu.
Name is "CONFIG" if I recall and servers many purposes among which unlocking the frame rate cap.

Does anybody have animations in the game look really weird when they set it to 60 FPS? I dunno, I remember the short time I tried setting the game at 60 FPS I had some weird animations, so I stopped using it shortly after. The most noticeable one was my character's legs would move very little/unnaturally if I walked short distances.

Also isn't XI really weird in that it has a hard time even maintaining 30 FPS when there's a lot of people on screen regardless of how good your setup is? I mean, my computer's a couple years old now but it's still like a decade younger than XI. Chokes anytime I do a Domain Invasion unless I look straight at the floor or something.

I can cap 29.9 indefinitely anywhere. I haven't seen it drop below 29.9. The animations do sometimes get weird when you uncap the fps to 60 but this is because your frames are dropping. As the frames drop the animation becomes "slow motion" for some reason. If you are steady at 58.8 with no drops they will always appear smooth (and a bit sped up)

    The FPS uncap is built into Windower. //config FrameRateDivisor 1 = 60 0 = uncap 2 = something 3 = something

No one managed to answer my question though.

What you're describing is probably an indirect byproduct of the "once every half second" packet system, which can cause a bunch of synced animation changes on half second ticks. If SE spread the animations out over the half second, perhaps you wouldn't get a fps drop, but they don't. I don't have any recommendations, because I can't really guess what makes a computer good at running FFXI these days.
