With that budget, the below is my take. Better (and OC ready) CPU, more SSD storage, and (in my opinion) better monitors for less money. They are Freesync IPS. The monitors are found here. Check out using Masterpass (any type card can be used with Masterpass so not only Mastercard) using promo code MPBTS17 to knock off $25.

Don't watercool. Totally unnecessary. Get the Hyper 212.

Watercooling isn't worth the effort, or maintenance these days.

Agree on the annoyance of water cooling.

I don't bother with OCing really, but I did just find a i5-7600K for 180, so i'll go with that; can't really justify stepping up to i7.
The MB is just a good deal for the feature set, usually 230, going for 180 atm, so might as well spend the bit of extra cash. I've always had good luck with Gigabyte.

Also found 850 Pro 256GB SSD for 115.

The PSU admittedly I have nothing to speak to, I was going go with an EVGA 550/650 for 70$, but I thought i'd try their tier 1 stuff that starts at 750W.

The monitors look nice though hmmmmm

Microcenter has a great deal on the i5-7600k for 180 if that's what you're referring to.

Yup, trying to factor in their -30$ for compatible MB, but for the MBs they have available it's not worth it. Unfortunately they don't price match with promos either.

I watercool for the aesthetics and the silence, especially if I end up with getting the EK AIO for both CPU and GPU. For $240 I'll do the packaged loop, but I'd never spend what others spend for a custom loop.

Newegg flash also has these LG's on sale. 27" 1920x1080 Freesync for $265 after MasterPass checkout. Not bad for two IPS Freesync monitors.

Noise isn't really an issue as far as I can tell. I can't hear my computer unless I'm under super heavy GPU load and at that point I have headphones on. Even then it's really quiet.

I find a lot of good watetcooling setups to be louder than air, and I hate noise so I usually prefer noctua and shit.

dat brown doh...But yeah, if going big air I'd be looking at Cryorig, Noctua, or Phanteks most likely. I just want to push that 1700X to the moon once I have everything ready.

Oh, and I have my pc right next to me. Only noise I ever hear is the WD RE4 sometimes. Eight fans and the Corsair H80GT I running while not gaming. Right now, the Gigabyte G1 R9 380 4GB runs at 65c in games. Most of the time I have my headphones on too.

Even the quietest aio's have higher decibel levels. If it's not the fan it's the pump. And if you want to do a full loop and really get low Temps, your fans are outside. More noise. More smaller fans? More noise. Give me noctua.

Yes, but only if you ship that 1080 to me. I'll handle the shipping charges. Thanks in advance.

But seriously, I'm sure your PSU will be able to handle it. Only thing you may need to do is a fresh driver install. I'm just used to using Driver Display Uninstaller whenever I swap cards even when it's the same company.

Display Driver Uninstaller, and just follow the instructions and choose the shutdown option.

Swap cards and fresh install the new drivers and you'll be gtg.

So Newegg business has a $50 off code for 1080(TI), but it won't work since you get Destiny 2 for free. Some people had luck with chat stating they would refund $50 after the order is placed. Gigabyte OC Windforce for $460 isn't bad. I have a couple 280X's to offload and then I'm buying the final card. Will probably go for the gusto and TI it.

Not gonna lie. I had no idea this was a thing. Whenever I swapped cards (always escalating I'm quality) I left the default engine handle the updating. That and always performing updates as clean slate installs. That's good to know that there's a tool to lessen computer screw ups. I can think of 3 specific occasions where things went left when I swapped lol
