I normally would say 8gb is enough, because it is. But with the prices of 16gb currently it kind of is a "why not" thing. The only reason I have 16gb in my main build is it was cheap at the time. Now, ram has went down even more. The only game I can think of that had ram issues was GTA V where 8gb would possibly cause an issue. Can't recall the source though.
What gpu are you running for 1440p and 144hz? I'd imagine a 970 isn't going to cut it for Ultra+max frame rate?
980ti. Most modern games cant achieve steady 100+ without cutting back on settings (shadows is the first to get cut back)
Waiting on Pascal to hopefully give me 144hz lock with max settings. Since I have gsync monitor, I'm waiting for Pascal for sure.
Most noticeable games for 144hz are fps because there is constant full screen motion. Other games you won't notice it that much, but I do. Like primal fights in ffxiv.
From what I've read Gsync/Freesync is a complete game changer. While I LOVE my 40" 4k monitor I do wish I would've went with a Freesync to be rid of screen tearing. Usually messing with settings and what not can fix it, but in newer games it's tough or if the game doesn't have a fix via mod or .ini file. Taking a quick look at Newegg the cheapest Freesync (I run xfire 390x) would be a Crossover 32" 2560x1440 for $450. I paid $30 more for the 40" 4k. Really not sure which I'd of been happier with but I love the massive screen while playing games.
There are quite a few acer and asus monitors out featuring free/g sync. A few 4k ones at 60hz too. kinda pricey though.
I have never had a problem with screen tearing tbh though. Adaptive vsync always worked well for me.

Broadwell-E is around the corner (supposedly June). At a price point of $300, would it be better to go with that or a Skylake CPU?
One of the only benefits of the E series CPU's is the number of cores/amount of cache they sport. If you're "just" a gamer, Skylake would probably serve you better overall, as the platform necessary to run E series CPU's is more expensive.
If money is no object, or you use more CPU cores than the average gamer (content creation comes to mind), then an E series CPU, on an X99 board, with at least 4 DDR4 modules would make a nice machine.
*edit* And I should add, the E series CPU's platform isn't terribly more expensive.

Cpu+mb is fine if you're good with spending the $. I'd look at your local MC open box mb since the combo price still counts towards open box and you can still get the mail in rebate.
Newegg has the Hyper 212 Evo for $25 after $5 MIR right now. If you're going with that, get it now and save the money. Every bit helps.
For ram I really don't see $85 for 16gb DDR4 being reasonable. Twice in the last two weeks there have been deals for 32gb DDR4 for $5 more than that EVGA. Granted it's slower speed, but there have been enough tests done where the speed truly does not matter. Get the best value and use the savings elsewhere.
The power supply is absolute overkill and a waste of money. That build could run off of a $27 (after rebate & on sale) XFX TS 550w 80+ Bronze. Unless you're planning to add another gpu I would look at more reasonably priced power supplies such as the mentioned XFX, Antec, EVGA GS, B2/P2/G2 and Seasonic with all being 550w-850w.

Monitors I'm not sure on. I'm personally not a 144hz guy so I do not see the reason to spend so much for it over widescreen or 4k. Also not sure the value in spending $260 on a 1920x1080 monitor if it's secondary. Just seems like a waste of money. If it's not being used for gaming (assuming since the main monitor is 1440p and 144hz) I see zero reason to spend that amount for a secondary and am really confused why 1ms is needed. You could get a 27" 1920x1080 for roughly $170.
Second monitor is mostly for web browsing and other stuff, latency isn't really a factor but it's not easy to find a 1440p monitor for much less than that. Power supply I'm flexible on, bit you're certain that 550W would be enough for a 980 ti? The other factors I'm looking for in the power supply is modularity and noise- in my current rig it's probably the loudest component other than the GPU when it's running at full tilt and I'm not looking to make that mistake again.

I've personally bought an off grade of this model and had zero issue with it and loved it, even at $210 when I bought it. It's 5ms and PLS panel but it's certainly fine for a secondary if not a main.

Is there any specific reason you're getting the 950 PRO over an EVO?
I ask, because unless you're going for some hardcore data storage that requires redundancy (which I doubt), I don't think you'll need the V-NAND TLC for anything.
You'd be off just as well with a regular evo for at least $50 less (spitball range, I actually haven't looked at PRO prices in recent times, but I remember 500GB evo being around $150? Either way).
edit: well unless you really want the m.2/pci-e form factor, in which case I'm not sure if there's an evo equivalent - so there's that
