Screen capture program with these features combined?

I currently use both Lightshot and Sharex, but I would like a single program that provides the features I like about both.

What I like about Lightshot

• Allows you to customize the area captured after you have selected the region (via dragging the sides/corners). This means selecting the region doesn't automatically take the screencapture.
• Has built in tools for editing the image before you even take the screenshot (Pencil/Hollow rectangle/Hightlighter/Typewriter)

What I like about Sharex

• Has a "smart" selection built in to automatically select subregions (ex: an entire browser page minus bookmarkers/tabs/address bar)
• Automatically uploads to your preferred hosting site (ex: uploads to my imgur account)
• Saves all captures locally to directories named (YYYY-MM)
• Lets you select what happens after you upload an image (ex: Automically copying the URL to clipboard/Automatically open tab with the image uploaded)

Open Broadcast Software. I use El Gato software, too.

Those seem tailored towards video creation whereas I am looking for still pictures or gifs. Correct me if I am wrong.

I think you can do stills (not sure a bout gifs). Those are more streaming/video programs, but depending on what you were doing, those may be good still captures for PC/HDMI pass throughs.
