Neymar: Paris St-Germain must pay £198m 'in full' to sign Barcelona forward
Barcelona have told Paris St-Germain they must pay a world record 222m euro (£198m) fee "in full" before Neymar can join them.
The Brazil international arrived at training on Wednesday with his father and representative, and told the Spanish club he wanted to leave.
He was then given permission by Barca manager Ernesto Valverde not to train and to "sort out his future".
PSG are understood to be ready to pay the 25-year-old's release clause.

Barca's a pretty good team that has to deal with Real Madrid unfortunately. Losing Neymar is a huge blow, and that squad isn't exactly inspiring outside of Messi and Suarez, both of whom are aging.

The brief(?) tl;dr is:
PSG want to buy Neymar.
Neymar is contracted with Barcelona.
Neymar's contract has a €222m release clause -- if any suitor pays Barca this much, Barca can't do anything about it.
PSG can match the release clause.
Neymar has met with PSG and agreed to personal terms (wages, deals, etc.)
La Liga (the Spanish league as a whole) has rejected the offer, because a player must buy himself(?) out of the contract rather than the team he's willing to transfer to.
La Liga has just as much to lose as Barca does, with all the image rights going away and even Barca being way less potent in the Champions League.
But there's little they can do about it. Release clauses are a benefit for the player, exactly for situations like this.
I'm more curious at this point who is going to be left without their star player. Barca are eyeing Coutinho, Hazard, and Dembele last I saw.

Barca got today 222m from Neymar, so he is free to go to PSG (probably signing atm or already did).
They lost a top player ofc, but isnt as terrible as people may think, Neymar is a problematic player who i am sure would be leaving Barca in 2-3 years for a lot less money, is a fucking deal, they got twice money than second best transaction in football history.
They still have time to get another top player to replace him and still keep money for hookers for all the Barca owners.
