One of Trump's reasons to upgrade the Nuclear arsenal is supposedly Russia has a drone mega-nuke sub that can travel undetected (and cannot be intercepted) with a payload big enough to wipe out a major costal city and enough fallout to irradiate the entire Northeast.

Regular air/sea/surface to surface missiles (which it sounds like he is referring to as he is referring to another ICBM seperately) aren't too hard to shoot down if you got defenses but a high enough speed one could indeed easily get around traditional missile defense and pretty much only electronic means would work. This sounds like it's just another MRBM which already exist and iirc china has already developed a mach 10 one. I mean I guess it's cool that it's nuclear powered and could have a larger range...
But it's kind of a big whoop de doo because as others have stated we are pretty terrible at intercepting regular ICBMs from decades ago even when we know when and where they are coming from ahead of time and Russia based ones can already hit pretty much anywhere in the world.
Russia has pretty much always claimed it's subs can't be intercepted/detected... and during most of the cold war we followed them undetected from the moment they left port till they got back in until we accidentally ran into one. They also developed super fast subs back then too and damn things were so loud we could practically detect them from here. I also have serious doubts about them being able to also operate at greater depths than us... like some or even most of our boats sure but not all. Also have serious doubts about a totally autonomous nuclear powered sub. As far as nuclear torpedoes those have existed for awhile but are pretty much suicidal to use so there has been little point to using them over a ballistic missile sub
Even if somehow they did make these improvements it sounds like a big oh no you can destroy the world an extra time over and maybe a few minutes faster. I mean I guess that's a nice thought to have for a few minutes as you can make sure you destroy your enemies before their inevitable retaliation hits you
