They released a timeline image that indicates it is set during the events of Solo. Seems to be more towards the beginning period of Solo so probably while he was still in the Imperial Academy.

It would make sense for pre-teen Luke to be seen in an Obi-Wan prequel series since his entire mission was staying on Tatooine to protect him. But they could do years of a show before it reached that point in the timeline.

Eh, Luke is what...17 in ANH? He mentions if R2 meant Old Ben, so its almost assured they've talked once or twice since Luke knew where he lived and Luke just considered him the old hermit everyone thought he was.
