Bole was 20% before, it wasn't changed. Balance is still the best DPS card (5% AoE not 2.5%, AoE cuts potency in half not a quarter) barring potential synergy with MNK and BRD due to crit procs. Now at least if you don't get Balance you aren't losing as much DPS and you have 3 possible cards to use to boost party DPS instead of 2.
AST changes ought to help normalize their card DPS in the offchance you got fucked trying to keep a consistent flow of Balance/Arrow going prior.
That said, Balance's ST 20% was fucking stupid with 4.0 DPS numbers compared to 3.0. Giving me a third card option to up DPS feels like a worthwhile trade-off since the worst-case scenario is now just Ewer or Spire Redrawing into the other when you have an RR you like. It also makes Sleeve Draw more powerful as a result with being able to unSpread again.
Yeah, I don't mind the balance change at all tbh. It doesn't feel like a nerf because spear is so much better now.
SCH boost to Indomitability is really nice. Excogitation is a big jump but you still have to time it to be useful. It is, but competing with PLD and fairy healing gets annoying at times. Miasma II is a nice boost.

Well no changes to tanks, so it's pretty clear how things are is how they want to them to be. People gotta deal with it :/.

What on earth is wrong with the tanks?
Once again Drg potency buffs are very nice but the underlying issue is Blood/Life of the Dragon and maintaining Eyes. Simply changing it so Eyes don't fade when you run out of BotD would make a huuuuuuge difference in the flow of the job. You could argue that reducing the amount of eyes needed from 4 to 3 would be a good change too.
Keep in mind, I'm not looking at this from a damage output PoV, but purely from a look at the job's actual design in dealing damage. As it stands, maintaining eyes is still clunky as fuck and it's still too easy to lose any progress you make in trying to build up that gauge.
So looks like MCH is fully on the Overheat train. Now instead of being a very small net increase (about a 0.4% increase to total DPS if you Overheat during every Wildfire), Overheat every 60s (i.e. Barrel Stabilizer cooldown) is now a 1.66% increase to base DPS and a ~2.5% net DPS increase if timed for each Wildfire.
They did say that the changes for this patch were only going to be on potencies, not sure why you're all surprised that system changes aren't there. They've already acknowledged that SMN needs more than that but it's gonna take some more time, this is a bandaid fix.
I was thinking it would be odd for them to do major changes in a 4.0x patch. Would make sense for a lot of the bigger changes to come in 4.1
