which i take to mean there's some kind of dispute with capcom, since that's where all the speculation is focused. still a long ways away though, so i'm sure they'll come to an agreement before then.

baseless speculation time: they wanted to have a high-profile event outside the CPT circuit for USF4 to put it back in the spotlight and capcom won't let them!

If Capcom cared about putting a stop to high visibility tournaments on non-current versions of SF then Xmania, Coop Cup, etc. would have been dead long ago.

I don't those those are comparable to EVO, especially with everyone's eyes on EVO Japan.
