It has happened. It is a bit tricky to search but I found separate instances where AJ Burnett and Josh Beckett weren't thrown out but were later suspended

Strickland sits for 6 games (AKA one start), Harper sits for 4 games (AKA four times as many starts as Strickland).

Somehow Pence avoids the automatic 10 game suspension that is supposed to apply to any player on the DL who touches the field.
