I definitely would have missed that since I usually read MisterP's pdf and the notation is confusing. The official strategy guide does state that it lowers enemy MAG.

Those BSBs are still top tier even after the ability buff due to those extra hits. Seymour's is probably the best one because it has a Command 2 with MAG buff and Command 1 is always 6 hits... but it damages you with every cast so you either need to dive him for the extra healing or have heals ready for him.

1/11: Ingus Burst 2: my first Radiant Shield too. Kinda sad my last 3 months of pulls have been max of 2/11, hopefully I get 3+/11 on T.G. Cid USB banner and 3rd anniversary.

The good thing from that burst is that you're pretty much going to max out on Earthbringer if you pop C2 + Gaia Cross. Ingus can standalone in mage parties because of it.

Only bad thing from his radiant shield is that it is earth damage so omniresist puts a damper on it.

It's a lucky draw at full price with the main things worth getting for the selection being stuff that you can get for free in a couple of months. It's really just a trick to make people spend money on the stuff before they get it for free (or in the case of noctis SSB) or they get outdated. If you're gonna spend money on a gem only selection then wait until the anniversary. It's beyond a trap banner. It's an outright attempt to fleece you that doesn't work as well in Global because we know what's coming.
