Youngest victim was a 2 yr old. Shooter was killed as they fled.
How could this happen with everyone in the church carrying a gun I don't understand.

That's what it would take, yes. Either universal gun laws all as tough as Hawaii, or a serious attack on income and education inequality which are found in every instance of areas with high homicide rates. You tell me which one is more realistic.
