That's his own universe's GoD, so I imagine he's talking to Jiren via telepathy. Maybe he's telling Jiren to get off his ass and take out Goku already, which starts their battle.

I wouldn't be opposed to some kind of weird plot twist though, like Jiren is like some kind of construct and Belmod (his GoD) is fueling him with his own energy to guarantee their victory.

Same way he did it against Kid Buu, where he used the energy from beings, on several planets, to charge the attack. If goku can sense them, he can probably collect the energy

Well yeah that was energy from living things throughout universe 7. This tournament is being held (I assume) in a realm between universes that is devoid of life outside of the beings in the tournament itself

They also finally included the gods/kais from the stronger universes that aren't involved for the first time in a while. They had a few interesting lines. Could be a lot to branch into after the tournament.
