I'd suggest MS Word or something that reads MS Word (I use OpenOffice myself) and he should be good to go.

My uncle making out like a bandit tbh. 20 days a month (mon-fri 5 days a week) working for the same company and charnging them 5,500/month vs when he was an employee and making 3,600 a month.
he's gotta do his own insurance/workman's comp etc. but he's still gonna make more w/ all the tax write offs.
Then any saturday/holiday he charges 60/hr instead of the 32 or w/e he's getting normally
I personally used Zoho while I was working as a freelancer. It had the benefit that is was free for a low volume of invoices, while supporting PayPal Business Payments, which if you get paid through PayPal, it reduces the payment fee from a ~3% to a 50 cent flat fee. It's also pretty flexible with the invoice templates.
PayPal provides very comprehensive invoicing services free of charge but you would have to manage all of your accounts payable/receivable through it. If you're willing to undertake that job, it's quite rewarding once completed. You'd pretty much press a button to handle transactions.
