Actually, the CBA gave the NFL and thus Goodell the power to suspend players for what amounts to unethical conduct be it on or off the field. It's not "hey did you break the law." It's more of "is your behavior a black eye to the league." The NFLPA screwed the pooch big time on that one, but until thext bargaining agreement, Goodell is well within his rights. The judges have basically said "you did this to yourself."

Sure, a CBA rule like that essentially allows the company to do whatever the hell they want, but Zeke can sue the NFL for slander as well. Which would be a very winnable case, regardless of any collective bargaining agreement. I don't think the NFL has really thought this whole thing through.
Point is that often the athlete will settle with the victim (pay them off) so they won't participate in legal consequences, but that doesn't mean that the incident didn't occur.
Athletes will almost always have enough financial resources to avoid criminal penalties, but the league obviously doesn't like fielding a bunch of rich criminals. It looks bad.
