Coaching in any sport has long been an exciting clusterfuck of nepotism and cronyism.
You are correct - there are plenty of dumb decision makers in front offices across the league.
I was commenting on your point that "he would have been scooped up by now" - teams have tried, but he has a sweet setup in New England.
His first coaching stint didn't go well but he also didn't even get to complete two seasons. I think it would be shortsighted to write him off based on run-ins with Cutler and BMarsh who are hardly shining beacons of teamwork

Carson Palmer announced his retirement
With so many teams looking, there's probably slim pickings out there
ok i see your point about why he'll get another shot. also Bmarsh had elite numbers with Kyle Orton throwing to him and is probably the reason they won 8 games that year and also the only reason Josh McDaniels lives to see a second year the Bmarsh Giveth the Bmarsh taketh away.
Current HoF candidates this year are:
Tony Boselli, Isaac Bruce, Brian Dawkins, Alan Faneca, Steve Hutchinson, Joe Jacoby, Edgerrin James, Ty Law, Ray Lewis, John Lynch, Kevin Mawae, Randy Moss, Terrell Owens, Brian Urlacher, and Everson Walls
Cincinnati re-signed OC Bill Lazor
Bengals really don't want to win next year.
Sam Darnold and Josh Rosen (consensus top 2 QBs) both going pro
Early word is the browns like darnold
