Every youtuber has fans that can get toxic, to be fair Crowder never called for his fans to go after Maza. Tribalism is rampant on both sides.
If you want to go with that line of logic than Bernie is responsible for his supporter shooting up that baseball game and Maza is responsible for his supporters milkshaking people which is an actual assault in the US. Which in case of Maza he did actively call for on twitter

Maza works for a billion dollar company with over six million youtube subscribers. He is a public figure. Crowder mocked him as a gay latino but more than anything he mocked his videos and political views.
Both of them mocked each other and talked shit. Both of them are very popular public figures, if they were private figures it would be different. Uh he did and thats why he's demonetized. And he can get monitization re-enabled if he does what youtube asks him to do like removing certain videos and removing links to buy his socialism is for f*gs shirt.

YouTube, much like most social media companies, doesn't react unless there is community outrage, usually coming from a vocal minority like most outrage does.
